Roosevelt Phillips, Jr. was born on March 26, 1931, in Rayne, Louisiana to Roosevelt Phillips and Esther May Phillips; he was the fourth child of eight children.

Roosevelt attended Arcadia Parish Training School and graduated in 1947. He accepted Christ at an early age, and attended Cunningham Christian Methodist Episcopal Church.

Roosevelt served in the United States Army from 1950-1954; he held the rank of Private First Class. His occupation for more than 30 years was truck driving.

Roosevelt loved to travel. To accommodate his affinity for traveling he spoke five languages. He also enjoyed gardening and cooking. Roosevelt was a strong-willed, friendly, and an outgoing individual.

Roosevelt Phillips, Jr. leaves to cherish his memory, five children, Karen Phillips, Sharon Phillips, Byron Gatewood, Darin Gatewood (April), and Dwayne Smith; three siblings: Gertrude Cole, Dolores Board and Lois Harmon; ten grandchildren: Denise, Natishia, Brian Leo, Tasha, Allante, Paris, Darian, Dwayne, and Angela; fourteen great-grandchildren and a host of nieces, nephews, other relatives and friends.
